COVID-19 Bills Signed Into Law As NJ Hits Highest Case Total Ever
11 min readNEW JERSEY – New Jersey had its highest daily COVID-19 case total ever on Saturday just as Gov. Phil Murphy has signed more coronavirus bills into law.
Murphy reported 6,435 new cases on Saturday, just two days after the state hit a record high of 6,314 new cases on Thursday. Both topped the previous high mark established on Dec. 12th. It was only the fourth time New Jersey had more than 6,000 cases reported in one day.
Another 5,032 cases and 36 deaths were reported on Sunday.
Murphy also reported 102 additional deaths on Saturday, the first time New Jersey topped 100 daily fatalities for five consecutive days since May.
Murphy and other state officials suggested that New Jersey would likely be seeing the impact of holiday gatherings from Christmas by now, two weeks later.
“Let’s not give up our fight. Let’s not give in. Let’s keep doing all that we can to push back,” Murphy said (daily case and fatality numbers for past month are listed below).
Hospitalization numbers are also hitting their highest marks since spring:

The announcement came as Murphy announced he’s signed eight New Jersey bills into law, all of which either target the coronavirus crisis or address pressing law enforcement issues.
Murphy on Thursday signed into law what he’s calling the “landmark” New Jersey Economic Recovery Act of 2020, which he says will provide economic support for small businesses amid the coronavirus crisis while propelling New Jersey’s economic recovery and growth for much of the next decade.
“These programs are the product of nearly three years of hard work, during which we received input from hundreds of voices on how best to structure our state’s recovery and growth,” said Murphy.
Murphy also signed a bill to aid renters who can’t afford payments by allowing them to use a credit card. And the governor on Thursday also signed legislation that expands the accidental death pension in the police and firefighters’ retirement system for surviving spouses.
And, Murphy signed legislation that is supposed to give drivers a better understanding of their rights and responsibilities during traffic stops — the most common law enforcement interaction for Americans, lawmakers say.
Here is what the new laws will do:
Recovery act
The New Jersey Economic Recovery Act of 2020 includes new initiatives such as the Main Street Recovery Finance Program, which will provide a direct $50 million appropriation for grants, loans, loan guarantees and technical assistance to small and micro-businesses.
The legislation also includes a “Food Desert Relief” program designed to ensure that all communities have access to fresh, healthy food, lawmakers say.
Incentives would offset the cost of development of a fresh-food grocery store in an area designated as a food desert, while also strengthening existing community assets like bodegas, corner stores, and mid-sized retailers by equipping them with the equipment and infrastructure to provide healthier food options, lawmakers said.
This bill will also bolster the state’s startup and entrepreneur economy by starting an “Innovation Evergreen Fund,” a program that will combine state funds with private capital to support innovative new businesses, lawmakers say.
The new legislation also includes several programs designed to promote growth in New Jersey’s urban centers, including:
- The Brownfields Redevelopment Incentive, designed to facilitate the redevelopment of environmentally contaminated properties;
- The Historic Property Tax Credit, which will incentivize the restoration of historic buildings, many of which are located in New Jersey’s oldest and most distressed neighborhoods;
- The Community-Anchored Development Program, which will incentivize the construction of innovative new developments by partnering with universities, hospitals, arts, and cultural organizations and give the state an equity stake in the development.
“I am immensely proud of the result, which will not only provide much-needed relief for our small businesses but will also fundamentally change economic development in our state while creating thousands of high-paying jobs for our residents,” Murphy said.
Lt. Governor Sheila Oliver, who serves as commissioner of the Department of Community Affairs, said these renewed incentives “are specifically directed toward reviving our local economies and helping main streets thrive throughout this crisis and beyond.”
“This incentives package will not only help strengthen our economy, but it will help address some of the longstanding inequities faced by the most distressed communities in our state,” she said.
The legislation reforms the state’s two main tax incentive programs, placing caps on the number of incentives awarded each year, as well as over the life of the programs.
The New Jersey Emerge program is a job creation tax credit focused on bringing new middle-class and well-paying jobs to our communities, with base and bonus structure for targeted industries and geographies, Murphy said.
The New Jersey Aspire program also is a gap financing program to support commercial, industrial, mixed-use, and residential real estate development projects, with an emphasis on higher need communities.
This legislation also revamps several existing programs, including the Film and Television Tax Credit, which was expanded and enhanced to attract large studio construction to New Jersey, and the Offshore Wind Manufacturing credit, which now encompasses the entire state and will allow more businesses to qualify.
Helping renters
Murphy signed a bill into law sponsored that allows tenants to pay rent with a credit card in order to delay the financial impact of the payment.
The law, formerly bill A-4182 and sponsored by Assembly Democrats Thomas Giblin, Benjie Wimberly and Clinton Calabrese, will require landlords to allow both commercial and residential tenants to pay their rent with a credit card during the COVID-19 State of Emergency.
“To say that these are not normal times in which we are living would be an understatement,” said Giblin, D-Essex, Passaic. “The usual way of doing things cannot stay the same in the midst of social and economic turmoil. Rent payments are no exception.
“If we are to avoid mass evictions, landlords must make reasonable accommodations to help the many New Jersey residents and business owners facing financial difficulties as a result of this pandemic.”
Many landlords do not currently permit tenants to pay with a credit card because of transaction fees and a tenant’s ability to claim the charge was fraudulent, lawmakers said.
To address the issues with this payment method, the law stipulates that associated transaction fees would be the tenant’s responsibility and any payment disputed as fraudulent and charged back to the landlord would be considered non-payment of rent.
“Many residents are struggling to pay their bills right now because of the significant financial toll this pandemic has taken on our state,” said Wimberly, D-Bergen, Passaic.
“Unfortunately, both landlords and renters are experiencing economic hardship, which means we need to seek ways to help everyone get through this. The intent of this bill is to help landlords get paid on time while giving renters a chance to pay off the charge at a later date when they are more financially stable.”
Police and firefighter benefits
Murphy signed legislation that expands the accidental death pension in the police and firefighters’ retirement system for surviving spouses so that they receive a minimum of $50,000 per year.
Murphy signed S487, also known as the “Dominick Marino PFRS Enhanced Benefits for Surviving Spouses Act.” The legislation is named after Dominick Marino, a former professional firefighter and past president of the Professional Firefighters Association of New Jerse who passed away earlier last year.
The new law will provide financial security for a member’s surviving spouse by ensuring that the accidental death benefit provided by the Police and Firemen’s Retirement System cannot be below $50,000 annually, Murphy said.
“A fierce advocate who put his heart and soul into everything he did for his PFANJ brothers and sisters, Dominick was a dear friend to me and to so many of us,” said Murphy. “It is my great honor to sign this bill to cement Dominick’s legacy and help ensure that our first responders’ loved ones who are left behind are taken care of.”
Previously, surviving spouses received 70 percent of the compensation of their spouse’s last year of creditable service.
The Assembly vote tally was 74-0, and the Senate tally was 38-0.
The bill’s sponsors were Assembly Democrats Angelica Jimenez, D-Bergen, Hudson; Pedro Mejia, D-Bergen, Hudson; and Carol Murphy, D-Burlington. They earlier released the following joint statement:
“Too many of our first responders, unfortunately, give their lives to keep their communities safe. We will never be able to fully give back to those brave heroes, but the very least we can do is make sure their families are cared for. Expanding the accidental death pension will benefit many families of fallen police officers and firefighters. It’s another way we can continue to express our utmost respect and gratitude for their loved one’s service.”
Traffic stops
Under a bill, A3871, signed by Murphy, the Motor Vehicle Commission must produce a video on drivers’ rights and responsibilities during police traffic stops and incorporate it into their education and testing process.
“As a mom and an advocate for education, I was excited to embrace this bill because it offers an important learning opportunity for new drivers. Understanding your rights when stopped for a traffic violation is just as important as reading and interpreting road signs,” said Assemblywoman Aura Dunn, a prime sponsor of the bill.
“It equips drivers with the knowledge to act responsibly and ultimately encourages more positive police encounters. It also creates a safer environment for law enforcement.”
Drivers are granted certain rights under state and federal law, including the right to be free from unreasonable or illegal searches by law enforcement, and the right to remain silent and not answer questions by the police, lawmakers said.
“We want to establish a foundation for safer, less stressful police interactions and in order to do that, we must educate people on what actions are permissible under the law,” said Dunn, R-Morris.
“Educating new drivers is an issue that should be championed by both sides of the aisle and I am glad I will get to see this law implemented.”The law will take effect in seven months. After this time, soon-to-be drivers will be required to watch the video before taking the written examination for a validated permit.
Murphy also signed these bills into law:
- S-559/A-3277 (Codey, Cryan/Vainieri Huttle, Quijano, Dunn) – Requires parent or guardian to notify child care centers if child will be absent; requires child care centers to notify parent or guardian in event of unexcused child absence
- S-1028/A-3601 (Ruiz, Turner, Singleton/Quijano, McKnight, Timberlake) – Allocates Amistad Commission in but not of DOE; requires commission to elect chairperson and appoint executive director; requires public schools to include instruction on accomplishments and contributions of African Americans to American society
- S-1245/A-2768 (Gopal, Cruz-Perez/Houghtaling, Murphy, Dancer) – Establishes housing of equine-related farm employees in facilities with horses under certain conditions as “Right to Farm” permissible activity; requires State Agriculture Development Committee adoption of agricultural management practice that permits such housing
- S-1936/A-2450 (Sweeney, T. Kean/Benson, Murphy, Vainieri Huttle) – Requires DOT Commissioner to advertise availability of certain transportation programs and services
