Flooring amendments ended up proposed by minority bloc Sens. Edith Deleon Guerrero, a Saipan Democrat, and Paul Manglona, a Rota independent, and set to a vote, but these were being rejected, 3 to 5.
Becoming a member of Deleon Guerrero and Manglona in voting for the amendments was Rota Impartial Sen. Teresita Santos.

Senate President Hofschneider noted through the session that special counsel Joe McDoulett was retained by his place of work to aid with the impeachment rules.
For the community remark interval of the session, Hofschneider mentioned that 5 minutes would be allotted for every personal for community reviews.
Democrat Rep. Leila Staffler was the very first to just take the podium, questioning McDoulett’s purpose as “special counsel,” and opposing the proposed Senate impeachment regulations.
“When I appeared at the rules, I will not lie, I was stunned at the prolonged technique, that at any provided point prior to the real Senate impeachment trial proceedings could disqualify the copious quantities of evidence that display crystal clear and repetitive steps of felony, corruption, and neglect of responsibility by Governor Torres over these various years. Devoid of the proof to back again it up, the impeachment procedure is incomplete,” she reported.
“Doing what is suitable is hardly ever effortless, but it is often the appropriate detail to do. So, senators, we talk to that you do what is correct for the men and women: to be truthful. These guidelines? They are not reasonable. They skew in favor of this impeached governor.”
Democrat Rep. Corina Magofna then stepped up to the podium to also deliver her feedback.
“If the Senate system moves forward and adopts the impeachment regulations as it is, then you are going to be encroaching and overreaching into the Household of Representatives’ qualities to prosecute the situation that is before us. Plain and simple,” she stated.
Right after the public remark interval, the senators talked about the proposed impeachment guidelines.
Senator Santos explained for the impeachment trial of former Gov. Benigno Fitial in 2013, the senators “understood that their constitutional mandate was to carry out a honest and neutral listening to, and not to problem the sufficiency or dismiss the House article content of impeachment.”
Fitial resigned ahead of the Senate could perform a demo.
Santos questioned the Senate impeachment principles for the trial of Torres.
“Mr. President, I do not fully grasp why the committee chooses to dictate who must provide as the impeachment prosecutor,” she claimed.
Santos noted that in the U.S. Congress, the impeachment professionals are selected by the House speaker.
As for the rule to restrict the impeachment prosecutor to just the Home legal counsel and personnel, Santos mentioned this is “unjust, unethical, unfair, and unreasonable” to the Home of Representatives.
“If these overreaching actions had been reciprocated, I undeniably question that the Senate would consent and tolerate this sort of disregard [for] the separation of the properties of Legislature, and this has been echoed by many members of the Residence of Associates,” she additional.
She also mentioned that there were being no constraints positioned on who the impeached formal can have as lawful counsel and staff members for the impeachment proceedings.
“Again, this is hugely biased, partial, and unfair to the Property of Representatives… I am not a legal expert, but based mostly on my understanding of the proposed guidelines, the Senate will not be conducting a truthful and neutral trial and, if these principles are adopted, we could not even have a trial at all. The proposed rules are littered with bias. It’s incredibly apparent and evident that the scales of justice have been intentionally tipped to accommodate the impeached,” she stated.
According to Sen. Deleon Guerrero, “It is apparent that the adopted impeachment policies do not spell justice.”
Senator Manglona similarly opposed the impeachment regulations.
Voting in favor of adopting the regulations were the Senate president, the Senate floor chief, Hocog, Cruz and King-Nabors.
Those opposed were Deleon Guerrero, Manglona and Santos.
